The World Justice Project Rule of Law Index 2019

Juliette Chapelle, criminal lawyer based in Paris, was interviewed as an expert for the World Justice Project Rule of Law Index 2019.

The WJP index measures how much the rule of law is respected in 126 countries and jurisdictions around the world, on the basis of more than 120,000 household surveys and 3,800 experts. Using primary data, the WJP Rule of Law Index 2019 measures countries' performance in the rule of law through 44 indicators across eight factors: constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement and criminal justice.

France is in 17th place out of the 126 countries, progressing by one position. At the European level, France is in 12th position out of 24 countries.

Globally, it can be noticed that most of the countries have seen their rule of law performance declining instead of rising for the second consecutive year. As a result, the global level of deterioration of the rule of law has increased across the world. 2019’s scores suggest a rise of authoritarian regimes with an important decrease of the “constraints on government powers” factor. Thus, 61 countries have a declining result, 23 countries have obtained the same result as the year before and 24 countries have a progressing result.
